BIA head addresses Navajo Nation Council

Bureau of Indian Affairs assistant secretary Carl Artman addressed the Navajo Nation Council on Monday.

Artman cited education and economic development as pressing needs on the reservation and in Indian Country. "We're not failing ourselves,'' Artman told delegates, the Associated Press reported. "We're failing our students."

Delegates questioned Artman about the trust responsibility and the Bush administration's opposition to a water right settlement. He said the Interior Department is still studying the legislation but suggested the cost of project -- an estimated $1 billion over 15 to 20 years -- was too high.

Artman is a member of the Oneida Nation of Wisconsin.
