Democrats plan rollout of ethics reform bill

The Democrats will roll out a major ethics reform bill in the 110th Congress in 2007.

But rather than consider one big package, Democrats will introduce each reform as an amendment. The goal is to give every issue a full debate and vote, and to give new Democratic lawmakers more time and exposure on the floor in the House.

The proposals would ban gifts, meals and travel financed by lobbyists; mandate disclosure of all contacts with lobbyists, identify the sponsors of "pork" projects; and implement new budget rules.
