The Navajo Nation Council returned to work on Monday, with racism in border towns a top item on the agenda.
Tensions have heightened in recent weeks after a Navajo man was shot by a police officer in Farmington, New Mexico. The tribe is investigating and says there are inconsistencies in accounts given by the police.
In a separate incident, three white males were arrested for beating a Navajo man. The males were said to have yelled racial slurs.
But rather than push an economic boycott, the council said it will help plan memorial marches. The council also authorized a study of racism in border towns.
