After Jack Abramoff pleaded guilty last month, lawmakers pledged to reform the way lobbying is done in Washington. But there is little agreement on how the effort should proceed amid resistance from some Republicans.

House Speaker Dennis Hastert (R-Illinois) proposed a broad lobbying reform package but party members are challenging its provisions. New House majority leader John Boehner (R-Ohio) has said he doesn't think major changes are needed.

Sen. John McCain (R-Arizona), the chairman of the Senate Indian Affairs Committee, has already introduced two reform bills, including one that specifically deals with tribal lobbying. He had a public spat with Sen. Barack Obama (D-Illinois) about a bipartisan solution but the two said yesterday they are committed to working together.
