Winnebagos hold protest to demand $599 per cap

Members of the Winnebago Tribe of Nebraska held a protest on Friday to demand a $599 per capita payment.

The tribal members rallied outside the offices of Ho-Chunk Inc., the tribe's economic development corporation. They said HCI needs to distribute the per cap, citing $100 million in revenues reported by the company.

But Winnebago Chairman John Blackhawk said the tribe doesn't have the $2.4 million to make the payments this year because HCI's profits won't cover it. Last year, the tribe took out a loan in order to make the payments.
