The Ponca Tribe of Oklahoma wants the state to crack down on a chemical plant that is accused of polluting the environment.
The tribe and a union filed suit against Continental Carbon last year, alleging violations of federal laws. But the state is siding with the compact.
Tribal members and residents say the plant black dust into the air, causing breathing problems and damaging food crops. Some also say their land has been damaged by a black substance leaking from the plant.
The plant makes carbon black, a possible carcinogen.
