Tribal Town of Oklahoma is aiming for a summer opening for its casino, The Tulsa World reports.
The tribe has 12 prefabricated buildings in place for the Red Clay Casino, the paper said.
Construction will continue amid litigation over the legality of gaming at the site.
"We would quickly comply with any court order, but we've not received any," spokesperson John Hamill told the paper. "We will continue until an official body informs us otherwise."
The tribe is seeking the dismissal of a lawsuit filed by Oklahoma attorney general Scott Pruitt.
