Leaders of the Skull Valley Goshute Tribe of Utah are accused of retaliating against tribal members who oppose plans to store up to 44,000 tons of nuclear waste on tribal land.

Chairman Leon Bear has signed a contract for an undisclosed sum with a consortium of eight private utility companies. He believes the deal will bring financial benefits to the impoverished, tiny tribe.

But opponents like Margene Bullcreek say they are already paying for the facility. Bullcreek has been fined more than $90,000 by the tribal government for various infractions. A per capita check she was to receive last year was used to pay off the debt.
