Leaders of the Hoopa Valley Tribe of California doesn't think a settlement proposed by a water district will satisfy the tribe's needs.

The tribe was promised increased flows by the Clinton administration. But water users went to court to protest the decision.

The Westlands Water District is now proposing to settle the case but won't agree to the flows promised to the tribe.
