Pathways to Clean Energy Sovereignty for Tribal Nations: Opportunities Post-H.R.1 and Overview of New Treasury Guidance
Wednesday, Aug 27, 2025, at 3:00 p.m. Eastern Standard Time
This webinar will cover important federal clean energy policy developments. Hosted by the Alliance for Tribal Clean Energy, and in partnership with the Native American Finance Officers Association (NAFOA) and Natural Resource Defense Council (NRDC), they will explain the most significant changes to the renewable energy landscape brought on by the Budget Reconciliation bill (P.L. 119-21), as well as how recent guidance from the Department of Treasury impacts a project’s ability to qualify for clean energy tax credits for wind and solar projects.
Attendees will hear from policy and tax experts who will provide insights into how these changes affect projects at all stages of development, and ways to access additional information and support. You will also learn about how Indian Country can continue to strive for energy sovereignty through renewable energy despite the current political climate.

Understanding the Tribal Tax and Investment
Reform Act of 2025
Thursday, Aug 28, 2025, at 2:00 p.m. Eastern Standard Time
In June, Senator Catherine Cortez Masto (D-NV), in partnership with Senator Lisa Murkowski (R-AK), introduced the Tribal Tax and Investment Reform Act of 2025. This legislation seeks to correct longstanding tax inequities by establishing clarity and parity in the federal tax code, while promoting economic growth in Indian country by enhancing access to key financial tools, such as the New Market Tax Credits (NMTC) and Low-Income Housing Tax Credits (LIHTC).
NAFOA invites Tribal leaders for an in-depth discussion with policy experts on the Tribal Tax and Investment Reform Act of 2025, exploring how key provisions create new opportunities for economic growth and fiscal parity in Indian Country.

New CTS Resources Available for Download
The Coalition for Tribal Sovereignty announced two new resources available to Tribal Nations and Tribal organizations.
The Coalition for Tribal Sovereignty Tribal Toolkit for Navigating Federal Grant Terminations: The Tribal Toolkit for Navigating Federal Grant Terminations was developed by the Coalition for Tribal Sovereignty (CTS) to assist Tribal Nations and Tribal organizations in navigating federal grants in an uncertain funding climate. This toolkit is equipped with five handouts to help Tribal Nations and Tribal organizations navigate specific areas of the grant management, termination, appeal, and closeout process accompanied by associated template materials for appealing and related advocacy.
CTS Memo on Federal Funding Recissions: The Trump Administration is considering a “pocket rescission,” a procedural move to let frozen federal funds expire and get around appropriators in Congress that is largely viewed as illegal. This memorandum briefly explains rescissions, a pocket rescission, and their implications.
