President Joe Biden issued a proclamation on the 30th anniversary of the Violence Against Women Act (VAWA), the law that he helped pass in 1994 when he served in the U.S. Senate.
“Before VAWA, our country did not talk about violence against women as a national epidemic or an issue the Government had to address,” Biden states in the proclamation issued on Thursday. “As a society, we often overlooked domestic violence — calling it a family matter, not a crime.”
While he was still in the Senate, Biden began working to include Indian Country in VAWA. By the time he was serving as Vice President with then-President Barack Obama, the law was updated in 2013 to recognize tribal jurisdiction over non-Indians who victimize their intimate partners. “We strengthened protections against stalking, dating violence, trafficking, and sexual assault, expanded access to justice for Tribal communities, and improved services for immigrant, older adult, and LGBTQI+ survivors, among other underserved communities,” Biden states. When I first introduced the Violence Against Women Act in 1990, too few thought the government had a role in ending violence against women.

By the time he became President of the United States, VAWA was updated in 2022 to expand on the tribal jurisdiction provisions. The law also included tribes in Alaska for the first time. “As President, I signed the most recent reauthorization of VAWA in 2022, and secured the highest-ever funding level for VAWA implementation,” the proclamation reads.Native women leaders are wearing red at the National Congress of American Indians to send a message to Washington DC: Protect Sovereignty and Native Women’s Safety by reauthorizing the Violence Against Women Act. #NCAIAnnual19 @NCAI1944 #VAWA #MMIW #MMIWG pic.twitter.com/O7U3GfYgSB
