A second man faces an open count of murder in connection with the rape and death of a Navajo Nation woman in Farmington, New Mexico. Additional evidence led to the charge against Elmer Billy, 45, the district attorney said. Marvin Williams, 36, also faces a murder count. Billy, Williams and a third person, Herman Tsosie, 33, are accused of raping and kidnapping the 55-year-old woman. She died on May 24 after being assaulted.
