The two most powerful leaders of the Navajo Nation's have agreed to pursue reform of the Navajo Nation
Council .
President Joe Shirley Jr. and Council Speaker Lawrence Morgan will focus on reducing the number of council delegates from 88 to 40.
Navajo voters will have final say over the proposal but the council must first change a law in order to put the issue before tribal members.
Shirley had proposed to cut the number of delegates to 24, an idea that Morgan opposed.
