Bruce Whalen, a member of the Oglala Sioux Tribe who is running against Rep. Stephanie Herseth (D-South Dakota), says a voter ID law passed by the House won't affect Indian voters.
Whalen, a Republican, said Indian turnout continues to rise so requiring Indian voters to show proof of citizenship to vote won't affect their rights.
Herseth disagrees. She voted against the bill on Wednesday, saying it would lead to disenfranchisement of Indian voters, some of whom may lack photo identification.
Herseth leads Whalen by 60 percent to 26 percent, according to a recent poll.
