The Montana Indian Education Association is questioning the use of $1.3 million in Indian education funds.

The Billings School District 2 received the money as part of the state's Indian Education For All law. The funds are supposed to be used to improve achievement levels of Indian students and to develop and implement programs to teach about Indian culture and history.

But the district plans to use at least $46,200 to pay for salaries. The education association says the money should go to programs, not for administration.
