"The Abramoff scandal has just brought it to light in a new way how political influence is secured in "Indian Gaming World". That is what I call the places ruled by sovereignty, not United States law.
The http://www.thetisconsulting.com web site features a letter written by the developer of one of the worlds largest Native American casinos to the chief aide of Senator Chris Dodd in April of 1995. He tells the aide how much he enjoyed meeting with Senator Dodd that day and lists what still needs to be done before the casino can open. The letter is written to ask for the Senators help with the BIA Land Trust application and the NIGC needing to sign off on the environmental and approve the management agreement, including the names of the agency employees in charge.
Not surprisingly, by September 1995, all of the requests had been fulfilled. The Mohegans were free to open their casino.
Senator Dodd helped the tribe out of the goodness of his heart, right? Of course not. The website OpenSecrets.org shows donations to Senator Dodds campaign on June 20, 1995 in the name of the developer, the developers brother and both of their wives a total of $6,000. The same site shows many thousands of dollars in contributions from the tribe over the years."
