A member of the San Pasqual Band of Mission Indians filed a lawsuit against the Bureau of Indian Affairs because the tribe is in turmoil over an enrollment dispute, the woman's lawyer said.
Plaintiff Eleanor Atilano wants the BIA to take more action to resolve the dispute. She also wants the agency to process all membership applications.
The dispute has pitted two factions of the tribe against each other over the addition of more than 200 people to the rolls. Three top tribal officials who tried to stop the move are the target of an ouster attempt.
