The Cow Creek Band of Umpqua Tribe of Indians has reached an agreement to pay for services on land that is being taken into trust in downtown Roseburg, Oregon.
The tribe and the city will an intergovernmental agreement so the tribe can reimburse the city for water, police, fire and other services.
The tribe's trust land bid has been controversial among some officials in Douglas County. Two county commissioners don't want the land taken into trust. One commissioner has been accused of making disparaging statements against the tribe.
