Sen. Ted Stevens (R-Alaska) said the state of Alaska has to do more to help Alaska Native villages due to dwindling federal appropriations.

Stevens said federal funding can't solve all the health, education and social problems facing the villages. He said the state and tribes must work together.

In recent years, Stevens has tried to alter the way villages receive federal funds. He said he was concerned that the money would dry out but some Native leaders saw it as an attack on their sovereignty.
