The La Jolla Band of Luiseno Indians is seeing opposition to its proposal to add 10 acres to its reservation for a water bottling plant.
George Lucia Sr., the new Palomar Mountain Volunteer fire chief, sent a letter to the Bureau of Indian Affairs against the proposal. He says the plant might reduce water needed to fight fires.
The BIA is taking public comments on an environmental assessment for the project.
