An Indian man who was fatally shot by a police officer fired his gun first, the man's cousin said in a criminal complaint.
Benjamin DeCoteau, 21, was killed early Saturday morning in Minneapolis. His cousin, Dana Blue-David Dickenson, said he wanted to shoot a police officer.
Police say DeCoteau was a suspect in gang-related incidents at the Little Earth housing complex. His family and American Indian Movement leader Clyde Bellecourt say the association is unfair.
