"The BIA hasn't exactly been the most effective federal agency during the past 100 years or so.
But [Dave] Anderson has a problem. He never should have recused himself from all gaming issues in the first place. But if he intends to stick with that decision, he needs his second-in-command to be handling that aspect of the job. And he also needs to get a few positions filled. Quickly.
It's too early to say Anderson is sinking. But if he doesn't take action soon, that's what will happen."
