Gov. Mike Pence (R), who would be negotiating with the tribe, has said he opposes an 'expansion' of gaming in a state where revenues from existing facilities have fallen 17 percent in the last five fiscal years.

Unfortunately, Texas is already experiencing a few of the consequences of gambling, such as the addictive qualities, exploitation of the poor and dependence on welfare.

The tribe added a smoke-free area with a new deli, a full service bar and a gift shop to the Red Wind Casino.

Even if Gov. Scott Walker (R) had approved the controversial casino in Kenosha, the agreement would have been rejected by the federal government.

Tribal leaders took a straw poll and eight out of 12 council members said they do not support the Buffalo Rivers Casino and Lodge in its current form.
