The Seneca Nation paid $2.7 million to acquire 32 acres for a potential off-reservation casino. Plans are still in the early stages. But Cathy Walker, the president and CEO of the Seneca Gaming Corporation, said the development could generate 2,400 construction jobs and 2,000 permanent jobs. "We believe that the market is underserved," Walker said on WHAM 1180 this morning. The tribe operates three casinos, including two off the reservation, under its Class III gaming compact. A fourth facility would theoretically require an amendment to the agreement. The sites for the tribe's two off-reservation casinos were acquired in connection with the Seneca Nation Settlement Act of 1990. The law requires the federal government to hold the land in "restricted fee" status. The unique provision means the tribe isn't required to follow Bureau of Indian Affairs regulations that affect gaming on lands acquired after 1988, a federal judge said in a recent case involving the off-reservation casino in Buffalo.
