Opponents are seeking to overturn an off-reservation gaming deal between the city of Glendale, Arizona, and the Tohono O'odham Nation.

The group will be collecting signatures to put the controversial agreement to a referendum. Separately, a city council member who changed his vote on the issue is being targeted for recall.

The tribe plans to build the $500 million West Valley Resort on trust land near Glendale. The deal calls for the tribe to pay the city about $26 million over 20 years for infrastructure, services and other impacts.
