"Gov. Jerry Brown has made a bad situation worse. He's approved a troubling expansion of tribal gambling by allowing two Sierra foothill tribes to open casinos more than 30 miles from their reservations, a move sure to invite more abuse of gaming controls.
It's called "reservation shopping," a tactic that allows backcountry tribes to claim historic turf elsewhere, nearly always a location that just happens to be closer to freeways, traffic and gamblers.
This sleight-of-hand is sure to cause problems. Other tribes - there are more than 100 recognized in California - are watching the governor's move and may want to take advantage in the same way by opening up closer to the crowds."
