The Sokaogon Chippewa
Community will have at least 120 days to negotiate an off-reservation gaming agreement with the city of Sheboygan, Wisconsin.
City officials expect the tribe to waive its sovereign immunity so state and local laws will apply to the casino.
They also want the tribe to make payments in lieu of taxes on the property.
The tribe plans to build the casino at the Blue Harbor Resort.
