The city of Niagara Falls, New York, is considering legal action to regain its share of Seneca Nation gaming revenues.
The tribe has withheld more than $350 million after accusing the state of allowing an expansion of non-Indian gaming.
The tribe proposed to send the money directly to communities like Niagara Falls but the state has resisted the idea.
"It seems like New York state and the Senecas are at war and Niagara Falls is stuck in the middle and they forgot about us," city council member Glenn Choolokian said on Monday, The Niagara Gazette reported.
The tribe has agreed to enter into mediation to resolve the dispute.
