California Gov. Jerry Brown (D) signed into law a bill that extends a moratorium on new card clubs to 2020.
The original law had a moratorium on 2015. Existing card clubs said they were happy with the extension.
The state has 93 existing card clubs. The new law bars 48 dormant licenses from being reused.
