The owners of Twin River Casino are questioning the involvement of the Narragansett Tribe in turning the slot machine facility into a full-fledged casino.
Twin River wants to put the casino issue before state voters. But the owners say the tribe's potential involvement raises legal questions -- particularly the
U.S. Supreme Court
decision in Carcieri
v. Salazar that bars the acquisition of land in trust for the tribe.
Under state law, the tribe receives a small portion of revenues from the facility. Gov. Lincoln Chafee (I) has suggested a greater role for the tribe.
