The Bureau of Indian Affairs "privately" told two tribes to expect approval for their casino projects, The Contra Costa Times reports.
The paper said the Guidiville Band of Pomo Indians and the Scotts Valley Band of Pomo Indians were told last year by the Obama administration. But the BIA has yet to finalize either tribes' land-into-trust applications.
The Guidiville Band wants to build a casino in Richmond. City leaders withdrew their support after voters rejected the project in an non-binding referendum last November.
The Scotts Valley Band wants to build in an unincorporated area near Richmond.
