The Pechanga Band of Luiseño Indians won't allow a process server onto the reservation, officials in the city of Temecula, California, said.
The city filed a lawsuit against the tribe over a gaming agreement. But the tribe hasn't been officially served the papers.
"We go into the court and demonstrate that (the difficulty in serving the tribe), and that should suffice," Mayor Jeff Comerchero told The North County Times.
As part of its Class III gaming compact, the tribe agreed to address the impacts of its casino. The agreement with Temecula is complete but one with Riverside County is still being negotiated.
The city is expecting $2 million a year from the agreement.
