The city of Glendale, Arizona, filed a lawsuit against the federal government to stop the Tohono O'odham Nation from building an off-reservation casino.
The city claims the settlement act that authorized the tribe to acquire land is unconstitutional. The city says Congress can't take land out of state jurisdiction without state approval.
The tribe acquired the land near Glendale with funds that were authorized by the settlement act. As a result, the Bureau of Indian Affairs says it is required to place the land in trust.
The Gila River Indian Community also filed a lawsuit to stop the casino.
