Rob Hahn, the Independence Party candidate for governor of Minnesota, wants to partner with a tribe to develop a riverboat casino.
Hahn believes the project will create 3,000 jobs and generate $400 million a year for the state.
"When the state is facing a budget crisis like the projected $6 billion deficit, everything must be on the table and everything is negotiable," Hahn said, The Minneapolis Star Tribune reported.
Mark Dayton, the Democratic-Farmer-Labor candidate, is also talking gaming. He said he would support a state-owned casino in the Minneapolis area.
Tribes in the state have historically opposed non-Indian gaming.
