The Seneca Gaming Authority has refused to issue a license to Rotate Black, a Michigan company that wants to finance an off-reservation casino for the Seneca Nation.
The authority said Rotate Black would be an "unsuitable" partner for the Catskills casino. But President Barry E. Snyder ordered the tribal council to continue working with the company while the decision is being appealed.
If the appeal is rejected, the deal with Rotate Black will end, The Buffalo News reported.
