Hogen discusses off-reservation casino woes

The Obama administration will likely change policies and regulations affecting off-reservation gaming, the outgoing National Indian Gaming Commission Chairman Phil Hogen said.

Hogen said the Bush administration made it harder for tribes to acquire land away from existing reservations. Policies adopted in January 2008, along with regulations finalized in May 2008, make distance an issue when considering gaming-related land acquisitions.

So far, the new administration hasn't taken any steps to undo the existing policies. And President Barack Obama has yet to name a replacement for Hogen, who has served as NIGC chairman since December 2002.
