Officials in Glendale, Arizona, are studying the off-reservation casino proposed by the Tohono O'odham Nation.
The study will look at the impacts of the casino on the economy and the community. But manager Ed Beasley also said the city is looking at the tribe's "intent" as well as the "process" the tribe followed.
"[W]hy do they want to be in the community and how they want to be part of it. They knew five years ago when they formed an LLC company in Delaware and we didn't find out until now," Beasley told The Glendale Star.
The tribe purchased 134 acres in the city using funds authorized by an act of Congress. The tribe says it qualifies for a land claim exception in the Indian
