The Seneca Nation plans to bypass the Interior Department for a proposed off-reservation casino in the Catskills of New York.
The tribe will first gain support among state officials, including Gov. David Paterson (D), for the project. Then the tribe will ask Congress to approve the casino.
Congress previously settled a Seneca land dispute with a law paved the way for federal approval of the tribe's two off-reservation casinos. But the Bureau of Indian Affairs has historically opposed legislation that authorizes off-reservation casinos.
