California panel adopts MICS over tribal objections

The California Gambling Control Commission voted unanimously to adopt minimum internal control standards at tribal facilities.

Tribes oppose the agency's regulations. They say Class III standards should be included in the tribal-state compact.

The state proposed the rules after a federal appeals court invalidated the minimum internal control standards that were promulgated by the National Indian Gaming Commission. The court said Class III regulation belongs in tribal-state compacts.
