The Jamul Band of Kumeyaay
Indians has sued the California Department of
Transportation, accusing the agency of unfairly blocking the tribe's casino plans.
The tribe wants to open a Class II facility on its reservation. But opposition from Caltrans could hinder access to the site.
“Why are we having such a hard time opening up a casino?" Richard Tellow, a council member, told Indian Country Today.
At issue is work on a state highway leading to the reservation. Caltrans won't approve the project without a detailed casino study.
