The U.S. Congress granted the Indians sovereignty, meaning an autonomous state does exist in control for the reservation.
This valid ruling thus creates an environment of absolute rule and final word, per Webster's Collegiate Dictionary.
Do the union and labor board have their own dictionary version?"
