The mayor of Phoenix, Arizona, wants to partner with a tribe to install slot machines at the Sky Harbor Airport.
Mayor Phil Gordon said the city is "broke." Slot machines could generate revenues, he said, though the proposal is just an idea for now.
The tribal-state compact allows tribes to lease slot machines to other tribes.
