The Bureau of Indian Affairs has issued a finding of significant environmental impact for the casino proposed by the Mechoopda Tribe of California.
Notice of the FONSI was published in The Oroville Mercury-Register, the paper said.
A notice also will be published in the Federal Register before the BIA can take land into trust for the casino.
The tribe plans a modest casino on 630 acres. The casino, parking lot and support buildings would occupy about 91 acres of the site.
