Louisiana governor won't negotiate with Jena Band

Louisiana Gov. Kathleen Blanco (D) reiterated her opposition to a gaming compact for the Jena Band of Choctaw Indians.

The tribe has sought to negotiate an agreement with Blanco but she has repeatedly refused. She said she opposes the expansion of gaming in the state.

The state's position could allow the tribe to move forward with Class III gaming anyway. The tribe could win a decision in federal court or obtain procedures from the Interior Department to open a full-scale casino.

In the interim, the tribe plans to open a Class II facility on its new reservation.
