A second labor union is seeking to organize at the casino owned by the Mashantucket Pequot Tribal Nation of Connecticut.
The International Union of Operating Engineers wants to represent 200 engineers at the Foxwoods Resort Casino. Organizers have begun gathering signatures from locksmiths, plumbers, electricians, painters and similar employees.
The move comes after the United Auto Workers filed papers to organize about 2,000 card dealers. But the tribe says federal labor law does not apply on the reservation.
The National Labor Relations Board says it will view each tribe on a case-by-case basis. Tribal businesses that employ non-Indians or affect non-Indians are likely to fall under federal labor law.
