The San Pasqual Band of Mission Indians plans to add a hotel to its Valley View Casino.
The hotel is still in the preliminary stages of discussion and won't be open for at least two years.
But the tribe plans to issue bonds for the project.
The tribe recently opened a new gaming facility. Restaurants and other improvements are still being completed.
