The Gabrielino-Tongva Tribe of California has submitted a proposal to build a casino in Garden Grove.
The tribe lacks federal recognition. But Jonathan Stein, who works with one faction of the tribe, says the state could pass special legislation and enter into an agreement for the project.
The tribe says it will share $5.1 billion in gaming revenues with the city over 30 years and pay for $100 million in infrastructure improvements. The casino will generate nearly 10,000 permanent jobs, according to the tribe.
Garden Grove is near Anaheim, home of Disneyland, and about 30 miles from Los Angeles.
