The Narragansett Tribe's proposed casino is headed to the November ballot after the Senate approved the constitutional amendment on Thursday.
The tribe and partner Harrah's Entertainment want to open a large facility in the town of West Warwick. Local officials support the plan but Gov. Donald Carcieri (R) is a major opponent.
Voters previously rejected a Narragansett casino in 1994. The tribe needs to amend the state constitution to authorize more gaming.
The tribe is barred from going through the Indian Gaming Regulatory Act. A rider was placed in the law after the tribe won a court case that would have authorized gaming on its lands.
