Wisconsin Gov. Jim Doyle (D) will veto a bill that requires off-reservation casinos to be approved by the state legislature.
Doyle said the bill conflicts with the Indian Gaming Regulatory Act. Under the two-part determination process in Section 20 of IGRA, the governor has to concur with any off-reservation casino proposal. The law is silent on legislative approval.
At least three Wisconsin tribes are seeking to open casinos under the two-part determination process.
