The city council in Chico, California, voted 4-3 to discuss the possibility of providing municipal services to the Mechoopda Tribe's proposed casino.
The city was cautioned not to enter into negotiations with the tribe because the casino hasn't won federal approval. A county official said the tribe could use the deal to bolster support for the casino.
The tribe wants to sign a memorandum of understanding for police and fire services at the casino site.
